Save Brighton Greenway

Scott and Jennifer Travelbea’s development application at 960 Foul Bay Road proposes 24 condos and townhomes in four three-story buildings at the corner of Foul Bay Road and Brighton Avenue, directly on the Brighton Greenway. 

The development will be so large and intrusive that they want to cut down trees on private property and public land.

We are a group of Oak Bay and Victoria residents that understands that more housing is needed in the area, but are opposed to this development as currently proposed.

While we welcome development on this lot, the size and character of the proposed development is a serious threat to the Brighton Greenway and sets a dangerous precedent to the entire Greenway in Victoria and Oak Bay — as well as historic Foul Bay Road.

The Travelbea proposal completely disregards zoning requirements, Oak Bay’s Official Community Plan and community norms for building height and setbacks, lot coverage, parking and tree removal, reasonable traffic levels — and safety.

Concerns:

Safety

  • 40+ cars through new Brighton Ave. driveway multiple times per day.
  • Huge traffic increase will put pedestrians, dog walkers, cyclists and YOUR children at risk, even with a sidewalk.
  • Latest traffic study by the developers is outdated from 2022 data, and doesn’t take into consideration recent nearby developments
  • No transition for pedestrians on the Brighton Greenway from Oak Bay to Victoria, posing a hazard to users

Greenspace

  • Plans to cut down Garry Oaks, other large trees, and vegetation to make way for 24 units, and driveway.
  • 40-ft tall Townhomes will overshadow Greenway, and completely disregard privacy setting a bad precedent for the rest of the Greenway
  • Destruction of Gary Oak Meadow, adjacent to Centennial Trail

Developer Overreach

  • Up to 78 residents and dozens of cars on 0.8 acres, 15 times greater than Oak Bay’s typical density
  • The proposal disregards and exceeds zoning bylaws, including building height, density, footprint size, setbacks, parking, tree protection
  • Proposal is asking for a long list of zoning and Official Community Plan(OCP) amendments.
  • Proposal sets a horrible precedent for packing townhomes on Historic Foul Bay Rd.

Why You Should Care

Townhomes on the Brighton Greenway, set a terrible precedent for other areas of this beautiful walkway. Our greenspace and cherished natural habitat will be destroyed.

The Travelbea development poses a serious risk to pedestrians and cyclists on the beautiful walkway that meanders through both Oak Bay and Victoria. Imagine an urban alley with no trees, buildings and traffic compared with the greenway we have now — not just at the 960 Foul Bay location but the entire Oak Bay and Victoria greenway.

This development also sets a bad precedent for the destruction of Historic Foul Bay Rd. Developers will take advantage of the Foul Bay lots and pack condos, townhomes and apartments on these large, shaded lots.

While these lots can support increase density, it should be “gentle densification” that maintains the historic character of the surrounding area, while supporting the needs of a changing and growing community.

We have serious concerns about the huge increase in traffic on Brighton Ave. — with a driveway directly entering/exiting onto the Greenway. The traffic will then be forced onto Foul Bay, which is already strained by recent developments. The Travelbea proposal is relying on old data from a 2022 traffic study.

The cities of Oak Bay and Victoria need to take into consideration the increase in traffic from this proposal as well as recent developments on Oak Bay Ave and Foul Bay.
